The testimony of the Chairperson of the U.S. Advisory Board on Child Abuse and Neglect before the Subcommittee on Select Education of the Committee on Education and Labor of the United States House of Representatives urged Congress to implement significant reforms during its review of the Child Abuse Prevention and Treatment Act in 1992. The Advisory Board recommends that the federal government assume leadership for comprehensive changes in the child protection system. Emphasis is placed on the need for child-centered, family-focused, and neighborhood based services that encompass health, mental health, justice, and education, as well as social services. The role of the National Center for Child Abuse and Neglect, the Commission on Child and Youth Deaths, and home visitation services were specifically discussed in the testimony.
