Enacted as Division E, Title VII of the Bipartisan Budget Act of 2018, this act amended and reauthorized through fiscal year 2021 titles IV-B and IV-E of the Social Security Act, with the purpose of enabling states to use federal IV-B and IV-E funds to provide enhanced support to children and families and prevent foster care placements through the provision of mental health and substance abuse prevention and treatment services, in-home parent skill-based programs, and kinship navigator services.
