These appendices include materials from a meeting of a technical expert panel held in September 2012 by the Substance Abuse and Mental Health Services Administration (SAMHSA), the Centers for Medicare & Medicaid Services (CMS), and the Administration on Children, Youth, and Families (ACYF) to identify what the research shows on services for children in therapeutic/treatment foster care (TFC) with behavioral health issues. The appendices include: the meeting agenda, participant list, an explanation of the consensus process, consensus statement tables, and a review of therapeutic/treatment foster care research. The consensus statement tables address what is known about outcomes of therapeutic or treatment foster care for children, identifying youth appropriate for therapeutic or treatment foster care, essential elements of therapeutic or treatment foster care, the psychosocial treatment of youth in therapeutic or treatment foster care, outcomes for youth in therapeutic or treatment foster care, and organizational issues in therapeutic or treatment foster care.
