This report discusses the activities and recommendations of the Pennsylvania State Roundtable’s Transitional Youth Workgroup for 2017. It begins by explaining the mission of the workgroup is to assess state and federal laws impacting older youth, examine issues specific to Independent Living services and voluntary discharge, gather information regarding system issues facing older youth, and identify best practices and resources to help youth successfully transition to adulthood. Progress on recommendations made in 2012, 2013, 2014, 2015, and 2016 is described, and recommendations are made for the following year. Recommendations include: continue development of strategies and best practices to assist in identifying alternatives to a congregate care level of placement; provide a recommendation to the Office of Children and Families in the Courts that enhanced legal representation of older youth be included as an advanced training topic for Attorneys; assess the need for a video on understanding adolescent development and professional’s reactions to normal teenage behaviors and continue its development, if determined necessary, to be presented at the 2018 State Roundtable; and encourage county consideration be given to the inclusion of older youth representation on their Local Children's Roundtable. Results of the Congregate Care Analysis Tool is included.
