Findings are highlighted from an annual investigation of foster care capacity that indicate after several consecutive years of rising foster care totals, the numbers might be leveling off or even declining; 14 States saw a decline in the number of licensed non-relative foster care beds or homes, while 20 States saw an increase; many States are increasingly relying on relatives to take care of children, with 44 States increasing the percentage of foster youth living with relatives from 2012 to 2016; and 31 States saw the share of their foster youth living in congregate care settings increase.
