Part 2 of an analysis of the educational experiences of older youth with disabilities in Minnesota's foster care system, this brief begins by discussing the overrepresentation of youth with disabilities in the population of youth in the child welfare system and the academic challenges they face. The low-quality of transition plans of foster care youth with disabilities and the higher level of isolation they experience in their special education settings. The education mobility foster youth with disabilities face and their high drop-out rate is noted. Policy recommendations are provided for addressing each challenge. 18 references.
