This chapter reviews issues in types of out-of-home care for children with special needs such as shelter foster care, care for children with special difficulties in the child welfare system, and group care. It illuminates the complexity of the task of matching children with the appropriate resources and ensuring that any moves from one type of care to another are appropriate and backed by adequate community support. The final section shares data on the long-term outcomes of out-of-home care. 83 references.
