This annual report describes the activities and accomplishments of the Oklahoma Department of Human Services (DHS) in State Fiscal Year (SFY) 2016. It reviews key achievements in the areas of adult and family services, adult protective services, aging services, child care services, child support services, child welfare services, developmental disabilities services, the Office of Client Advocacy, and accountability. The section on child welfare services includes the following findings: in SFY 2016, DHS received 80,573 reports of alleged child maltreatment and 15,187 children were substantiated as victims; 5,599 children were successful reunited with their families, adopted, or placed in a guardianship situation, the highest number of exits from State care in one year since SFY2009; 1, 078 new foster care homes were opened; 16,611 children and their adoptive families continue to receive adoption subsidy payments; there were 9,964 children in out-of-home care in SFY 2016, including 5,143 children who entered out-of-home care in 2016; in SFY 2016, DHS staff finalized 2,244 adoptions of foster children, the highest number on one year since 1998; and there were 31 adoption dissolutions in SFY 2016. Case examples are provided throughout the report.
