This chapter explains that days after the Haiti Earthquake struck, the United States government created a new humanitarian parole program which expedited intercountry adoption (ICA) of Haitian orphans. It contends that this program, coupled with the chaos of the natural disaster, created complex post-adoption adjustment issues for the children. Child rights as a framework for the clarity of appropriate intervention are discussed. 86 references.
