Statistics on the overrepresentation of children and youth of color in foster care are provided, and causes and correlates for the overrepresentation are explored. Strategies are offered for addressing foster care inequities and include court-mandated systems improvement and State-initiated reforms. Implications for practice are then discussed, particularly the need for culturally competent staff and the integration of service delivery systems. 66 references.
