This chapter explains improved parenting is the cornerstone of child maltreatment prevention and treatment and that a population approach to parenting support is the most likely means of reducing the unacceptably high rate of child maltreatment. The case is made for proportionate universalism in the design of population-based parenting programs and the steps required to achieve population-level reductions in rates of child maltreatment are described.
