This memorandum is intended to provide guidance to Illinois Department of Children and Family Services (DCFS) and Purchase of Service (POS) direct service staff in the fulfillment of work duties, while also ensuring safety and well-being for staff, children, and families during the COVID-19 pandemic. Recommendations are made for determining if face-to-face contact should be shifted to video or phone contact for child contacts by caseworkers, foster parent/home contacts by caseworkers, parent-child visitation, sibling visitation, staff with children in residential facilities, staff with children in temporary shelters, child protection specialists, and child protection specialists and intact family services transitional visits. Additional guidance is provided to DCFS staff regarding meetings, employee business travel, and child related travel. Finally, information is provided on how COVID-19 spreads, COVID-19 symptoms, and guidelines for avoiding contracting COVID-19.
