This federally funded fact sheet explains how child welfare agencies can monitor their progress towards achievable outcomes. Five steps are discussed and include: identify a core set of values; select target outcomes and related indicators; identify program or policy innovations; develop implementation teams; and create learning communities. Strategies are recommended for implementing each of the steps.
